Cliftene Cia Carter, also known as Cia to her close friends and family, was born on December 7, 1961 to Clifton and Eugenia Carter in Washington, DC. Cliftene was educated in the Washington, DC public school system, where she excelled in her studies. Cliftene attended Trinity College of Washington, DC and received her Bachelor of Business Administration in Business & Accounting from the University of the District of Columbia.

Cliftene was the middle child of five girls. She leaves four sisters to cherish her memory, Althea Bailey, Karla Carter (deceased), Paula Blue and Clintonia Carter, brother-in-law, Lonnie Blue Jr., nephews Sean Harrison (Amanda), Andre Carter, Lonnie Blue III, a niece Sydney Barnett, two great-nieces, three great-nephews, cousins, a host of loving relatives, extended family members (Donna Adams), and friends.

Cliftene enjoyed spending time at the racetrack. She would often take her youngest sister Clint with her. There Cliftene met her true love, jockey, Ronnie Franklin. Cliftene and Ron spent their final years together up until Ron’s death. Cliftene believed in fulfilling her dreams. She loved to travel and enjoyed meeting new people. She made multiple trips to England. Her travels led her to spend time with family and extended family in Atlanta, Minnesota, and Pennsylvania before returning to her birth place in Washington, DC.

After battling a long illness, on April 6, 2022, Cliftene took her final walk and entered the gates of heaven to be with our Lord. We have lost a loved one but heaven has gained an angel. Cliftene will never be forgotten.
